Hong Kong Occupational Safety and Health Award
HK Electric achieved brilliant results again and scored two prestigious Gold awards at the 2009 Hong Kong Occupational Safety and Health (OSH) Award Forum, a leading annual safety promotion event in Hong Kong, on 9 October 2009. This is the sixth consecutive year HK Electric won Gold Award in this annual territory-wide safety promotion event. This annual safety promotional event was jointly organized by the Occupational Safety & Health Council, the Labour Department and eleven other prestigious local organizations. This year, the Forum was officiated by Mr. Matthew Cheung Kin Chung, GBS, JP, Secretary for Labour and Welfare. Among the 34 finalists short-listed from a record high of over 300 entries from 187 local utilities and reputable organizations, two were from HK Electric. The two papers were “Safety Management System – Caring & Strategic Approach in Fostering Safety Culture in HK Electric” from the Transmission and Distribution Division and “Social and Environmental Report --- Our Way to a Greener Future” from the Corporate Development Division and they won the Gold Awards in the “Safety Management System Award – Others” and “OSH Annual Report Award” respectively. The paper of safety management system was presented in the form of drama and was well-received in the award presentation ceremony. The drama demonstrated that HK Electric’s safety management system had adopted a caring and strategic approach in enhancing site safety. With the pro-active effort and participation of employees and contractors, the safety culture has been effectively fostered and site safety has also been further enhanced.

HK Electric earned the Cup Champion and the Plate Champion as well as the Cup 2nd Runner-up in the 2009 Occupational Safety & Health Quiz co-organised by Occupational Safety & Health Council and Labour Department in September. A total of 142 teams from local utilities and organizations competed in the initial preliminary rounds, the Quarter Final and the Semi Final held on 11 and 12 July 2009. All our HK Electric teams performed exceedingly well. On 13 September 2009, one Generation team and one Transmission and Distribution (T&D) team competed in the Cup Final, whereas another T&D team competed in the Plate Final at RTHK Studio 1. After keen competition in the Finals, Generation and T&D teams won the Cup Champion and Plate Champion respectively and another T&D team won the Cup 2nd Runner-up in the Cup Final. The Generation team also won the Highest Score Award in the Quiz with 625 marks scored in the preliminary round.

Guangdong, Hong Kong & Macau) Safety Quiz 2007

The 4th Regional (GuangDong, Hong Kong & Macau) Safety Quiz was held at Studio 1 of Hong Kong TVB on 26th October 2007.
The Quiz was jointly organized by the Hong Kong Occupational Safety & Health Council (OSHC), Bureau of Work Safety of Guangdong Province, and the Macau Labour Affairs Bureau.
The Hongkong Electric team, being the Cup Champion of the 2006 Occupational Safety & Health Quiz, represented Hong Kong to compete in the Enterprise Division of the Regional Safety Quiz. Throughout the competition, HK Electric team demonstrated their excellent occupational health and safety knowledge and ended up as the 1st runner-up in the competition, losing marginally to the GuangDong team.

HEC is proud of being the champion at the 2002 and 2003 Occupational Safety & Health Quiz. Because of this achievement, HEC was invited by the Occupational Safety & Health Council (OSHC) to send two teams to represent Hong Kong in the first-ever Beijing - Hong Kong Safety Quiz 2004. The quiz was jointly organised by Beijing Municipal Bureau of Safety Production Supervision and OSHC. In the quiz, HEC was arranged to compete with the best three Beijing teams in Beijing on 21st June 2004. The three Beijing teams had undergone challenging competition as well before competing against HEC teams. Some 400,000 people from 16 districts and 52 major organizations took part in the preliminary rounds of the Quiz in Beijing. After rounds of competition, the three Beijing teams had out-performed all other teams and selected to represent Beijing in the Beijing - Hong Kong Safety Quiz 2004.
The HEC teams performed at their best and after a series of challenging competitions, the two HEC Teams finally won the Silver Award and Bronze Award in this widely-recognized Safety Quiz. The Safety Quiz was broadcasted in China's CCTV 4 in end June and early July 2004 for nation-wide safety promotion purposes.

The Inter-company Safety Quiz competition was organized to promote safety awareness and knowledge and was participated by 9-10 utilities and major companies in Hong Kong. It was an annual event and had been held consecutively from 1994 to 2002. Hongkong Electric won the cup championship for 6 years (i.e. 1996 - 1998 and 2000 - 2002) out of the eight annual events.

Safety Incentive Schemes are introduced within the Company to motivate and arouse safety awareness and participation among employees. These schemes are tailored to meet specific objectives and being reviewed regularly.
The Schemes are:
- Establish Safety Excellence Club for groups within the Company that have attained over one year accident-free record.
- Hold Accident-free Safety Draws within T&D and Generation.
- Introduce Safe Driving Incentive Scheme to promote safe driving practices.

Since July 1997, the Company has implemented a Scheme called 'Safety Circle' in the Lamma Power Station with the aims of promoting active involvement of front-line employees in occupational safety and health activities.
The concept of Safety Circle comes from 'Quality Circle'. Front-line employees of the same section or team form themselves into safety circles. These safety circles hold meetings regularly and organize various activities. Circle members can solve their safety problems at their workplaces through identification, investigation and analysis. By this Scheme, front-line employees are always encouraged to put forward safety suggestions to further improve the safety management of the Company.
The Scheme was well received by Generation employees. Many innovative ideas for enhancing occupational safety & health performance were developed by the participants. In 1999, Hongkong Electric submitted The Safety Circle Scheme as an entry to compete in the first Occupational Safety and Health Enhancement Forum organized by the Occupational Safety and Health Council. The result was very encouraging. The entry won two awards for HEC -- the Gold Award of the OSH Project Group and the Best Presentation Award.
From early 2001, 'Safety Circle Scheme' was renamed to 'Quality & Safety Circle Scheme'. The new name is to reflect the expanded scope of the Scheme to include quality aspects.
From early 2004, the scheme was renamed to 'Environmental, Quality, Health & Safety (EQHS) Circle Scheme'. The scope of the Scheme had been extended to include environmental protection.

Our Company signed the Occupational Safety Charter launched by the Labour Department to show our support for the government's policy of promoting industrial safety among employers, employees and the community in 1997.
The aim of the charter is to encourage close co-operation between employer and employees to provide a safe working environment to safeguard the life and health of everyone at work.

The safety charter was signed at a ceremony by our Managing Director Mr. K.S. Tso, Deputy Commissioner for Labour (Occupational Safety and Health) Dr. Lee Kai-fat and the Principal Consultant of the Occupational Safety and Health Council Dr. Louisa Wong.

Our Company signed the Workplace Hygiene Charter launched by the Occupational Safety and Health Council & Labour Department in August 2003.
The aim of the charter is to encourage the co-operation of the employer and employees to create a safe and hygiene workplace to safeguard the health of everyone at work.

Other activities include publishing Health and Safety Guidebook and poster; organising Health and Safety Exhibition as well as Health and Safety Month for Transmission and Distribution (T&D) Division employees and contractors; producing health and safety video for T&D Division employees and contractors; producing HEC Safety Rules CD- Rom for Generation Division employees and contractors; producing Natural Gas Safety video for visitors and contractors; publishing a Natural Gas Safety booklet for maintenance personnel; organising and conducting various safety related seminars and training courses for HK Electric employees and conducting safety management study tours.
